Can't import issues from excel

I am the jira admin. I want to import a list of issues into a board from a file that I have exported before in an excel format. But the following message appears: 

What could be the reason please and how to solve it?

Hi @Osama Al-Areky exporting and importing are not the same.  I would suggest that you follow the suggestion above and check with your Jira admin to make sure you have the correct permissions to perform this action.

Have you converted the file to a csv file format?
