Can't search issues by "External Issue ID" nor "PHONE NUMBER"

Title self explained.

My phone number field is a custom field for single text.

Example: "External issue ID" is "137800371"

Operator 'is' does not support searching for non-empty values for field 'External issue ID'.

That's not how search works.

"External issue ID" ~ "137800371"

The supported operators are defined by the searcher for the field.

As an admin, go to the list of custom fields and find "external id", then edit it (not configure, we need to look at "edit").  The edit function should tell you what searcher is set for the field.
