I can set the set security level on new issues. However, I cannot see the field 'security level' on existing issues. I'm the site admin and should have all necessary permissions.

You should add the Security Level field to the Edit screen. In this case if you edit an issue, you will be able to set the Security Level field.
I believe I did that: Settings > Issues > Screens
Or is there another place to edit the Security Level field?

Ok. Open the Edit screen of an issue and then use Configure Fields -> Where is my field. Type Security Level and you will have an answer, why you can not see the field.
You can do the same in the view issue screen. User Admin -> Where is my field.
