Can't view global projects list from discovery project field

We have a discovery project and a few of our users get an empty response back when they click into a linked project field. 

Response looks like this:

They have the same access as other admins and are experiencing this in other projects.

Welcome to Atlassian community.

I guess those users haven't project access permission (browse project)

I would like to suggest to check if those users have projects in the project list.
