Can we add a custom field that is related to the Project and not an issue?

I have a request to add a field to the project that is not related to the issues.

Is there a way to add a custom field that can be added to the Project Detail Screen? All of the other fields are being used except for the description but that is a free form field and would not work.

No, it is not possible to add custom fields to the project.
