Can we add third party plugins not from marketplace but from outside?

Can we add any plugin to jira which is not present in marketplace? What is procedure to add it, what will be the cost for same?

You can install apps that are not on the Marketplace.

Either you should upload the JARs through the UPM (on Jira Data Center) or install the app from its base URL (on Jira Cloud).

In my opinion, about 80% of the addons come from the Atlassian Marketplace, but of course you are free to create your own addon (or anyone else's) for Atlassian tools. So it is not necessary to have an addon from the Atlassian Marketplace.
