I am new to Jira, we are trying to build change management workflow for our project, we already have a Jira software Project created with agile template, is it possible to create change management workflow in the existing software Project or is it necessary to create a new Project for ITSM - how do we go about - where can I find details?

Well change management process is part of ITSM, Jira Service Management is the best application to be used for this thing. The whole purpose of JSM is based upon ITSM modules.
One can configure a workflow for Change Process in Jira Software but it wouldn't be ideally good. Most of them wont practice agile concepts like sprint/backlogs in Change Management process.
But you can always create "Issue Type" and "Workflow" for it and attach to existing project issue type and workflow schemes respectively. Or one can create a new project and add Issue Type & suitable workflow for Change Management.
I hope this helps you to decide on what is the best practice.
