Right now, we have more than 200 Jira users, but only 30 will require access to Jira Advanced Premium. It doesn't justify 50% of extra cost if half of the company is not going to use it. Does it allow to enable it only for 30?

If your question is about licensing, then no. Being part of the premium plan of Jira, you'll need all your users on premium. You can't buy premium for just a sub-set of your users as long as they are on the same site (i.e. the same url).
You can limit access to plans for a limited set of users. There are separate permission settings that allow you to control who has access to the Plans feature, and even restrict access on individual plans. But again, that does not influence the license cost for your Jira site.
(on a site note: the premium plan includes plenty of additional features in comparison to the standard plan as well. It is not just plans that come with the license).

Jira Advanced Roadmap is enabled when you update your license to premium. So by default all users get this
