Exalate, provides a fully bi-directional synchronization between HP ALM and Jira (among other ITSM systems) that is fully customizable. Although Exalate is built as an integration solution but it can also be used for Migration purpose as well.

As mentioned in the previous answer, Jira is not a Test Management Tool. I suggest you start by deciding on the structure of the Test Data on Jira. A few of the possible options are:

What data are you trying to migrate from HP ALM to Jira?
HP ALM, as I recall, has at least two major features; test case and execution tracking, and issue/bug tracking. What features are you using?
Jira is a issue/work tracking tool natively. You could migrate issue/bug data from HP ALM to Jira. Jira is not natively a test case management tool but there are third party apps you can add to Jira to add that functionality.

As I said, Jira is not natively a test case/plan/execution tracking tool. If you want that type of functionality within Jira you will need to look for a third party app that extends Jira's capabilities for that.

Regarding how to execute the migration, if you want to handle that yourself then you can find a variety of posts that discuss that topic if you search the internet.
