We just installed Jira after having confluence for a couple months--seems the user management flows from Jira to Confluence but we'd like to leverage our users in Confluence into Jira... Is there a way to accomplish this?

Sure, you can use the same users in both applications.
In the User Management, you could choose the user you want and give him Application Access to JIRA, by checking the box, below the name of the users.
This way, the option to open JIRA, will appear to the users.
