For context, the project has several epics and boards.
Also, when I go into the project settings, there is no area called 'feature' to add the roadmap (which is what JIRA documentation says to do in order to enable a roadmap).

Are you working with a Company Managed or a Team Managed project? Look at the bottom of the navigation pane on the left to determine this.
"Features" is an option under Project Settings only for Team Managed projects. For Company Managed projects Roadmaps are enabled per agile board. Refer to this document for more information.

I notice that this question is tagged that you're on Premium so I just wanted to check whether or not you were referring to Roadmaps or Advanced Roadmaps (which will be available to you on the Jira Premium license). See https://www.atlassian.com/software/jira/guides/roadmaps/advanced-roadmaps for more details.
For Advanced Roadmaps you can create a plan from multiple projects (however this only supports Company Managed projects - previously known as "Classic" projects). Each plan has it's own roadmap... you can create and access plans from the "Plans" menu in the top-navigation bar,
