I see that you can change the columns in the column view as detailed here
And I have been able to change the fields on the Create / Edit / View issue screens, but I cannot figure out how to update the fields that display on the Detail View of an issue search result screen. Is this possible? Specifically I want to edit the fields that display within the red box of the attached image so that I can use different saved searches as actionable work lists. Also want to add that I would like to do this on an admin level so all users get the updated field list.

This is not possible as you've shown here. You can change what shows in the detail view when looking at tickets through a board, but not through the view you are looking at.
