I wanted to know if anyone had a way to connect Github Enterprise account that exists behind a vpn to JIRA Cloud to allow stories for committal. Is there any way to do this, third party proxies, etc?

However I think this is for the entirety of Jira's UX, not just the DVCS connection. I am currently on the quest to find the specific subset of this information required to enable on-prem GitHub Enterprise connections.
JIRA should be able to reach the Github Enterprise account. So, you will have to put a hole in the firewall for sure. Solution has nothing to do with JIRA though.

so i just need to let traffic in from my .atlassian.net domain in. Ok i'll work with someone in DevOps to see if thats possible. Is there any documentation of this, or is it simply, open up HTTPS calls.

That is an interesting question. I would think HTTPS because I am guessing the calls are mostly REST but I am not sure. You might want to test it to be sure. Or someone else might give an answer here ;)

We tried opening just the domain addresses, but it wasn't enough. It needs everything. InfoSec wouldn't go for it, understandably. So we had to use the 3rd party plugin.
