Can you use a developer license for archiving old projects in a separate instance?

Do we need to purchase a separate license to run a read-only instance for archived projects or can we used the developer license provided with our existing license/production instance?

Developer licenses can only be used for test environments or cold standby. Cold standby means that the instance is not being used and will only be turned on if your production instance fails. An archive system which holds production data that is being accessed is considered a production instance.

You must purchase a separate license to maintain an archive instance in addition to your main production instance.
