Cannot Figure Out User Permissions for the Life of Me

I have read the help documentation about permissions, groups, etc. This is all we want to do;

1. Create a Agile Board Project for Development.
2. Assign users that can view and/or edit the Agile Board Project.

We dont want to give clients access to all projects, just specific ones. For some reason when I created groups, it did not function correctly. Soooo confusing.

This should tell you how to create separate 'buckets' of users/groups with different sets of permissions within your JIRA instance.
