The previous comment is spot on, as there could be other factors the community isn’t aware of. What you could do is see if it happens to all boards or is it isolated just to this one?
what caught my eye is the first error; t is undefined. We had the same issue when we used a metric tool which gathered site metrics. It could also be a plug-in, but this usually should be directed to your internal team.
if this is a cloud instance then you can try opening a ticket with Atlassian support.

I have no idea who are the JIRA admisistrators. There are 40 people impacted by this issue at Boeing which is stopping work.

I recommend that you reach out to your internal tech support organization, or to whomever guided you to start using the Jira instance, to see if they can help you identify the administrators for the instance.
Since this is a community of users of our own Jira instances, we cannot access your instance to directly help debug the issue. The administrators of your instance are going to need to get engaged to get the issue resolved and/or provide information needed to Atlassian support to help debug the issue.
Some questions that need to be asked:
Does the problem happen to all users that try to access the board?
Have you tried using a different browser?
Have you tried using a private browser window (i.e. Chrome Incognito)?
Are other boards on the same system accessible?
Is the instance Jira Cloud (SaaS product from Atlassian) or Jira Server/Data Center (where the owning company has downloaded the software and installed it on servers that they maintain)?
If it is Jira Server/Data Center, what specific version is being used?
