Hi @Saurabh Srivastava ,
In some of the scenarios, it was due to the database driver. You can update to the supported database driver.
You can ensure that the installation as well as the Home Directory has the proper permissions.
Verify the dbconfig.xml file for the proper configuration and still, If this does not work, then remove the home directory and restart JIRA.

Please login with local admin which belongs to internal directory and then try. I think you are trying with you LDAP or crowd user that's why.
