Cannot add user to Jira (+agile)

I'm having problem with adding new user to my company Jira.

When input new user email, login, name - I'm pressing Create User and nothing happened.
We have licence for 15 person, 14 already used. Also few days ago I sent invite to my colleague with no problems. No I removed him and still cannot add new person.

ps: make sure you when you "remove" or delete a person, that you delete them out of all the groups, before you delete the account.

You will have to check the logs to find out. Since it is a cloud instance, I suggest you raise a ticket with Atlassian.
