We've installed Jira server but I'm unable to change SMTP settings. I'm an admin user in the jira-administrators group. First I was able to setup these settings, but after some days this page is blank and shows only a button to enable or disable outgoing messages. How can I restore this page to be able to change SMTP settings?

You would need a system administrator to make any changes on JIRA SMTP settings.
You are right, one of the admins accidentally removed this permission from my admin group and we could not make a lot of changes. Had to enter SQL queries in command line to manually check this.
