Suddenly, and without a reason, when I create or edit a filter, whatever I do or I choose for the filter viewers, the filter remains as private. What could be the reason for this please and how to solve it?

Can you make sure you clicked the 'add' button while trying to add a viewer?
If the issue persists, Can you check to see if this person is in a role that is allowed to share filters and dashboards?
