Cannot complete sprint

In a project I have given users the manage sprint permission but the cannot complete the sprint. I hava a board with a very simple filter Project = abc. There are no userstories from other projects in the sprint.

The manage sprint permission is assigned to a role and this role is assigned to a group within the project. 

There are individual users that have the manage sprint permission within the project that can complete sprints.

Can someone help me?

Check if this user have "administer project" permission

The user has the "administer project" permission, but still cannot complete the sprint.
