However, this plugin is only compatible with JIRA 6.0, so if you are using JIRA 6.0.x you won't be able to find this throught he Universal Plugin Manager. However, I've tested this a bit locally, and it worked for anything I tried to do, so you can install this manually if you want (click on 'Upload Add-on' in the UPM) and test it out too.

Does this plug-in support on cloud hosted JIRA, if not whats the best option available for translating issue to another language from English?

Hi Jijo, IPT plugins do not work with cloud JIRA/Confluence. The only way to translate cloud apps is to use our translation site at http://translations.atlassian.com. IPT plugin is now compatible with JIRA up to 6.2.x
There is also Confluence version available. Enjoy!
