Cannot type in comments box without jumping to new area

Each time I start writing in the comments field, I get two characters in and the cursor jumps to a new field - usually the assignee field and starts changing words in that field before jumping to another field. 

Similar to this issue https://jira-software.status.atlassian.com/ but this says its resolved, however it's still occurring at 1:27pm AEST.

This is still happening for me as well and I can't seem to put in a ticket since I'm not on Jira Cloud.
