Cant drag epics in the Roadmap of a Team Managed Software project

I have two Team Managed Software projects in Jira.  In one of the projects I can drag epics in the Roadmap view and new order is saved. In the other project when I attempt to drag an epic I am getting an error:

Ranking is disabled, as the Filter Query for this board is not ordered by ascending Rank 

I can't find any setting for the board's filter query in a Team Managed project.  Why can I successfully reorder epics in one project but not the other.  Any help is greatly appreciated.

Confirming this is still, or again, an issue. A not-so-obvious workaround is to go into the backlog, expose the Epics panel, and drag to reorder there (confirming that it is possible for the board, and should be possible from the Timeline view).
