We have Simplifying Service Desk Workflow(1st screenshot)
From "In progress" case can be mowed only in "Resolved?"
For "Closed" case from "Resolved?" we need change status to "new"-"in progress" - "Closed"
Can it be improved?

Hi @vladislav_aseyev - You should be able to modify the workflow as a Project Administrator if it is a simplified workflow.
Otherwise, you can copy this workflow to create a new workflow, make the changes you want and attach the new workflow to the project.

Can you help to understand Project Admin's settings. I have admin's permissions in Jira, also added myself to project uses this Workflow for change it, but I see 'You cannot perform this operation on a draft workflow.' error when changing transition in WF

That's a very weird thing that Jira does in certain situations. When that happens, you have to copy the workflow and make changes to the copy, Then put the new workflow in your workflow scheme to make it active.
