Hi,
Currently, we get an email when a task is completed... This shouldn't happen. We only want an email notification when someone comments on a task.
Where can we change this?

OK, but what if we want to disable this by default for all projects?
I would approach this be creating a new Notification scheme and associating it with all the projects you want to have have notifications function this way.
On any page within JIRA look towards the top right corner of the screen, if you are in the jira-admin group you should see a grey gear icon. Click on that and press the option labeled "Issues" you may be required to type in your password at this stage. On the screen that appears scroll down until you see the option for "Notification Scheme" on the lefthand side of the screen, click this option. On this screen you should see the title "Notification Schemes". Scroll down to the bottom of the screen and click on the button labeled "Add Notification Scheme". Give the scheme a name like "Comment Only". And describe it however you see fit. Click "Add" when your done. On the following screen you should see a list of events that can trigger the notification of a user. On the option labeled "Issue Commented" click the add action and add in the groups users or whoever you want notified. You may need to do this multiple times to get all the groups, users, etc. you want notified on the list. Once this is done you will need to add this notification scheme to the projects you want to follow this scheme. This needs to be done individually by utilizing the steps I mentioned above.

The Notification Scheme. This can be found by heading to the Project settings for the project and clicking on button the labeled "Notifications". From here click on the button labeled Actions with the gray gear icon and click edit notifications. On this screen you can remove or add users by user, group, project role, or various other specifications. Keep in mind any projects using this scheme will change the way their notifications are handled so be careful when making changes.

Changing why you're notified is possible by editing the notification scheme for your project.

I've attached a JIRA documentation page on how to change the details of a notification scheme. You can set it up to only notify specific people about specific events within your JIRA project.
