So, the JIRA 6 documentation claims you can change usernames. The documentation is frustrating. It's the only item on the Managing Users page (https://confluence.atlassian.com/display/JIRA/Managing+Users#ManagingUsers-Changingauser'snameoremailaddress) that doesn't actually tell you how to do it, it just says to use the "JIRA Internal Directory"
The docs say how to configure User Directories, which seems to be another name or subset of Internal Directories (https://confluence.atlassian.com/display/JIRA/Configuring+User+Directories). It states:

From the description, I will assume that you are one of Atlassian On Demand solution users, I believe you have landed on the self hosted version of JIRA which very much differs from what you have in On Demand therefore the confusion caused.

Since there are some differences in how user management is being handled between the download version of JIRA and the OnDemand version, changing usernames in JIRA OnDemand is currently not possible. The documentation you are referring to is relevant to the download version of JIRA 6. Depending on how you have navigated to the change username section as you have linked in your question, you might have missed the mention on the top of the page where you get redirected if you are using an other version than JIRA 6, it being an older version or JIRA OnDemand. Despite the this not being possible, there is a workaround available on out Knowledge Base to change usernames. Though in this particular case, I think you should raise an issue at support.atlassian.com in order for us to clarify a few things on JIRA OnDemand user management and assist you in changing your username(s)
