Comment field is not coming in the screen when I move from one transition to another transition in JIRA

Check if the transition screen has a custom field on it (any custom field will make the Comment field appear in the transition screen)

Can you double check that there is a screen assigned to the transition?

Check again the permission scheme used in your project. Usually it is due to the permission on the comment. Make sure you have that permission either directly or you should be part of that group/project role to get that permission to comment.

I think you'll need to provide more information, like a screenshot of the permission scheme, and a screenshot of the workflow transition configuration for the relevant transition.
