How to make custom field a must for user to fill in before submit ticket.
Go to the Jira settings in the top right corner and select Issues. On the left sidebar under fields, select field configuration. Click configure next to the field configuration you want to edit. You will see "Required" next to fields that have already been selected. To remove the requirement, just click optional.
Go to the project settings and find the field configuration scheme. You can flag the field as "mandatory" in there.
