Configuring field by default

Hello,

can we display items in "configure fields" by default when creating a new issue? 

Because i have to display " all " in configure fields or check my items what i want...

Sorry but no. That screen is configured by user, you may change your screen but other people will see all of their selected items.

But if you find some of the fields in the creation screen are useless you can configure different screens for creating, editing and viewing an issue. So you cold create a really simple create screen and more complicated ones for editing and viewing.
