Control Access to Applicaitons by Project

We have several plug ins that are not needed in many of the Jira Projects we have set up. Can i hide or configure the apps to only be used by certain projects?

I varies from add-on to add-on.  Some come with the ability to include/exclude projects.  Others are available system wide.  I’d look at each and determine if you can do this and, if not, make a determination whether you still need it or not.
