A non-admin user created an independent project thinking they were creating a new project for the team. Is there a way to convert this to a normal project so we can manage the workflows and everything like normal?
I can delete it and create a new one but then we'll lose that key. Which, silly as it is, the team spent a while debating to come up with what they wanted. So I'd prefer not to have to do that.
Note: I just asked a very vague question and got an answer to help me narrow down what it is I'm actually looking for. I didn't realize that independent projects were a thing. I figured this would be much more clear if I just asked the real question again.
unfortunately there is no way to convert independent projects.
You could create a new (software or business) project and move issues from independent project to that new project and then delete the independent project.
@Phillip D, Managing independent projects document hold the answer for you.
seems like you can't convert an independent project to a normal project. Anyway I suggest to contact your JIRA admin to check the ability of sharing workflows and permission schemes with independent projects. If it is possible. probably Admins are the only authorized persons to do this change.
These projects do not share their configuration with any other project. They have their own workflows and fields, their own permissions and their own destinies.

Thanks. I'm an admin in our setup but don't see any obvious settings to convert it. I saw that doc as for them not sharing the workflows. Which is why I want to convert this project to something that does. But it looks like maybe I am going to have to just delete it...

There is now an open suggestion in Atlassian public bug tracker to provide this functionality. It can be tracked at https://jira.atlassian.com/browse/JRACLOUD-69752.
