The JIRA administrators in my company chose to close all existing projects to mark the end of the fiscal year, and create new projects for 2019. I don't know details about the billing/fiscal reasons.
As a developer, this affects me, since the new projects are blank.. while the old projects had task history, progress, comments etc. Moving stories one by one from one project is not ideal.
What can be done at this point? Is there a possibility to BULK copy/clone/move all tasks from one project to another?
Do you have any recommendation for the future? I would like to propose to my company an alternative for the upcoming 2020, since using JIRA to administrate the fiscal year shouldn't affect a developer's work.

The proper way to "close" or "archive" a project is simpy to restrict all access to it. This way you'll keep all old issues and all historical data and at the same time prevent the creation of new issues. I'd like to stress that deleting a project is NOT a good idea.
If you need to migrate some issues from and old project to the new one, then the correct approach would be indeed to bulk move your issues. If you can't do it for some reason (you might not have sufficient permissions), then you need to contact your Jira administrator so that he can do it for you.

Assuming you are using same workflows in old and new projects. You can do bulk move of the tickets from one project to other project.
