We want to install the plugin in JIRA Sandbox named "Great gadgets for Jira cloud: Agile charts, Reports & KPIs". We have total 52 users on Sandbox JIRA instance .

Could you please confirm if the pricing to use this plugin can be limited to only 10 users as the plugin is free for up to 10 licenses ?

This means that even if you only want 10 users to use the plugin, the billing will reflect the total user count of your Jira instance, which in your case is 52 users. Since the plugin is free for up to 10 users, but you have 52 users on your instance, you would likely be billed according to the pricing tier for 52 users.
