Create Issue Configure Fields Reset User View

Whenever I try to create a new issue I always need to click on "Configure Fields -> All" to see all the fields.


How do I make this my default? Everything I try it just keeps going back to a previous custom configuration I did months ago.

Update, this is only an issue when doing a quick create from the Epics panel on the left in a scrum board.
