Hello everybody,
i gave Site admins the right, to manage projects. Unfortunately it says, Jira Admins are the only ones who can create projects. Is there a way, to power other ones to create a project, if yes, how?

Please note that user needs have Administer Jira global permission to create project in Jira. If site admins unable to create projects, please check whether site admins group belongs to Administer Jira global permission.

With the native Jira functionality, only users who have the Administer Jira permission will be able to create Company Managed projects. There is a separate Global Permission to allow non-admins to create Team Managed projects.
However, if you give a user the Administer Jira permissions, they will get many more administration options than just creating projects. They will be able to modify all the Schemes (permissions, workflows, notifications, screens, fields) used by Company Managed projects. They will be able to create custom fields, new Priorities, new issue types, new statuses, and much more.
If you want to give users only the ability to create Company Managed projects and not all the other Administer Jira permissions, you will need to look into third party apps. One that I used before was Delegated Project Creator.
