Create a board in Jira Core

I am new to Jira and I have downloaded a docker container for learning purposes.

I want to create a board with quick filters. 

I don't see and Agile dropdown or boards dropdown.  

How do I create a new board in core?

at the moment boards are not available in Jira Core, but a request is opened to have this feature, you can watch this ticket.

Is there a way to create quick filters above a view of all issues in a project? 

I want to create quick filters on top with all peoples names.
