I work on a program level and have 4 teams utilizing Jira. Can I create a "Program Level" project housing an Epic for each team; Linking these Epics to the multiple, separate projects containing the Stories? I need a clear view across the teams. Is there a better way to gain a Program level view? Thank you.

Jira (without plugins) itself offers limited support for program level, cross-team views. If you are open to look at plugins, you can consider Ativo Programs for Jira to link Epics to multiple teams and Jira projects. This is how it can look like (the cords represent links between stories, and between stories and epics. You'll also notice 2 teams: 'Team Lion,' and 'Team Owl' in the screenshot) :

if you're open to solutions from the Atlassian Marketplace, you might like JXL for Jira. It's a full-fleged table/spreadsheet view on your issues that supports arbitrary issue hierarchies - either based on Jira's built-in parent/child relationships, or based on issue links.
Here's how e.g. a 5-level hierarchy looks in action:
It's worth noting that JXL can do way more than that - from inline editing and issue creation, to quick sorting and filtering, and (very soon) support for issue grouping, it comes with many of the features you know from Excel or Google Sheets. Out of the box, I don't think there's a good way to do it unless you want to have a Kanban board in one project that ties into the other projects.
Advanced Roadmaps (comes with Premium) would be a good option for you as you'd be able to create programs.
