Create dashboard and filters

Hi friends,

I have one user in jira and he is in developer group of one project. Whether he can able to create the filter and dashboard for the project.

if user have Browse Projects permission then he can able to create filter.

dunno if its appropriate in OD installations but what about the "Create shared objects" from the global permissions page?
