I'd like to get a more thorough understanding of how much time we're spending per epic, per assignee (i.e. engineer). What is the best way to create a view like this that I can then export to Excel?

Better Excel Exporter for Jira Cloud comes with a dedicated template for reporting on Jira epics (that you can also customize further). The template automatically created a pivot table and chart for you that helps to understand e.g. time spent on epics per user.

As for me, a good way of tracking team efficiency is to monitor the time spent in each status or the overall time that was spent to solve the issue by the assignee.
For such an aim, you can try Time in Status for Jira Cloud. It generates a Time in Status and Assignee time reports.

So you can easily track how long it takes each team member to solve the issue. And identify who is responsible for some delays.

When you say time you mean time spent working on an issue?
If so this is going to be really difficult to get accurate data on
You would need all of your team members to log the amount of work they put in to every story. This by default is manual
If you do not have something like scriptrunner in your instance then you would need to calculate the amount of time from all the stories an epic and put that into the time spent field on the epic. If you have automation or jira or scriptrunner you should be able to automate this part
Now as time spent to begin with is a manual process if you want to make this more efficient you would need an app for this: https://marketplace.atlassian.com/search?query=time%20tracking
With all that said though, Jira is designed to be an agile tool. There is a lot of debate of the value of time tracking in hours versus employee burnout amongst the communities that practice agile. So you would want to way the actual value you get from it, including the cost of development and tools you may need to purchase versus the actual impacts it can have on your team. The only exception to this would be if you are in locations which legally require time tracking like Germany or Brazil. But if you do this out of the box it will be very manual.
