We are currently looking trough old releases, and we stumbled on this:
ROLLING OUT
If you want to quickly add or update a column on your board, you don’t need to go far. You can now create, rename, move, set constraints for, and delete columns without leaving the board. You’ll still have the ability to do all of the above in your board’s settings page, but if you’ve only got time for a quick fix, we’ve now got you covered!
If you’re a project or board admin for the board you want to update, you can try the following changes:
When we are looking on the boards we are not able to find the + sign right next to the colums.
We are admins in our Jira envoirment, we even tried what we see when one of us is project admin. But this is also with out succes. We hope some one can help us on the way with this.

This feature is currently in the Rolling Out phase. You can check again once the status updates to Rollout Complete.
In the meantime, you can select "View Rollout Schedule" to see when this feature will be available in your Jira instance. Additionally, you can toggle "Watch Release Notes" to receive notifications on updates.
