I have come across multiple examples within the same project and issue types where in some instances I see the "Create Linked Issue" option and in other cases I don't. The only way I've been able to reproduce this is IF I navigated from another issue and THEN I click the Link Issue button, I do not see the "Create Linked Issue" link. Is anyone else experiencing the same thing?

Jira's flexibility can be a blessing and curse, depending on your prespective. For example, the "Create Issue" screen can be fine-tuned by project owners for Team-managed projects and by Jira administrators for Company-managed projects.
The can also be customized by/per the issue type.
You can even decide on a issue type or project basis whether or not linked issues are supported.
I would start by trying to discern the pattern (by project and by issue type) you see the missing feature. Once you have a pretty good idea where the expected option is not appearing, check with your site administrator to discover how or why the capability is missing for those projects/issues.

I have found that going from issue to issue and then clicking on "Link Issue" does not then display the "Create Linked Issue" link. However, if I refresh the page and then click "Link Issue", I then see the "Create Linked Issue" ---- Feels like a bug to me.
