Create template for new mails on specific events

Is this possible to create a new template (velocity templates) for mail on a specific event (that is not a system event like Open,Close, ...) ? I saw that it was possible in the menu System, then Advanced, then Events, to link an event with a template (like Work Logged, Issue Commented, ...)

Maybe I have to create a vm file, and modify a configuration system file in JIRA to do that ?
