Creating a backup copy of Subversion Repository

I have tried the instructions found at http://confluence.atlassian.com/pages/viewpage.action?pageId=203393680.

I get an error (403) on accessing the ondemand svn repository. Is the proper url: https://<account>.jira.com/svn/ or is there a name of repository under that url?

That is the correct URL. You need to make sure that the user account you're using has application access to FishEye/SVN (Admin -> General -> User Management -> Application Access) and that the account has SVN permissions to access the whole repository (Admin -> Source -> Project Permissions).
