Creating a filter based on last comment update date

I know how to create a filter based on an issue's last update date (e.g. give me all issues that have not been updated in the last two weeks). However, when you add a comment, the update date isn't changed.

How do I create a filter based on identifying issues that have not had a comment in the last two weeks?

As far as I know, you can't do it. There is paid plugin, that can help.

Also, you can develop this functionality yourself.
