Creating a filter but cannot select assignees

I have created a filter but when I try to select only specific assignees I can only see two people.  Why can't I see all the others on my team? If I do not select an assignee filter at all I can see everyone's tickets, but I can't seem to select those users to filter by.

Please see the screen shot below.  I'm using the 'Basic' filter and using the drop downs to make selections.  As you can see I also see Bill in the unfiltered list, but I cannot select his name in the assignee filter.  If select to show full list it says 'No Matches Found'.

Welcome to the community !!

Can you share the screenshot of the filter you have created.

If you are using JQL in the filter, use condition "assignee IN (user1, user2 ,user3 .....)

Ann, can you verify that the users that you are attempting to assign to are in fact members of the project and that they are in a role that can be assigned issues? I can be more specific if you tell me if you are in a Company or Team managed project (lower left corner).
