Can I create and edit new issue types in free account as a jira admin?

Here are some KBs that will walk you through setting up new issue types for team and company managed projects.  As a Jira Administrator you will have the permissions to do both.

I don't have the option of "Issue type", can I create issue types on free plan?

Hi Rabia - Welcome to the Atlassian Community!

You must be a Jira Administrator to see the Issues link under Settings. You will need to have your Jira Administrator either add the issue type or grant you Administrator permissions.

If you click on the Settings icon and do not see the Issues option, then you do not have administrator permissions. 

Click on Products in the menu bar from your above image.

You should see an option for Jira Administration in the product list. Click the 3 dots to the right of the Manage product option and choose Manage users. 

You need to be in that list.

Do I have to click on Jira or Jira administration from this list. I am present in the Jira users list as the organization admin.

yes you can. I used the links @Brant Schroeder provided and could add new issue types.

Got myself a free Plan.

Jumped into setting and Issues and clicked on "create new issue" on the upper right corner.

But you don't see that "Issue type on the left side menu?
