I have a data model for a framework we are using. We're currently using an excel-template, but would love to know if it's possible to set up a similar model within Jira, and which product plan that would require.

From many years of experience I can tell you that it's absolutely possible to build this in Jira. So the challenge won't be to build it, but how. Depending on how your users interact with the application (creation, viewing, editing, reporting, connecting, ...), even without considering apps, there are multiple way to achieve that.
As for the product plan, it depends on the amount of users, but depending on whether you need project permissions, you could start with Free. If you need certain permissions, Standard would suffice.

working at a Solution Partner I might be biased, but without any prior experience, it might be quite hard to simply "build away". I think first you'd have to start with familiarizing yourself with Jira and its internal workings. This could be done with books (again, I might be biased, but this is a great (German) book to start: https://www.amazon.de/JIRA-Core-Einsteigerhandbuch-f%C3%BCr-Business-Nutzer/dp/1988018056/ref=sr_1_1), youtube videos or a Udemy course.
Once you know how Jira works, you will surely get an idea of how to build it. The next challenge is then to build it in a way that is maintainable, scalable and doesn't cause issues in the future in terms of cross-impacting changes.
A way shorter way would be to look for a professional (being it a freelancer or an Atlassian Solution Partner) in your area that is able to take your requirements, go through them with you, challenge them and implement the configuration iteratively together with you.
