Here is my use case:
I am drawing a blank on this one security level I want to create. I have a project role of 'Leadership' and I want anyone in that role to be able to view all fields (standard and custom) and field tabs across all issuetypes in the project.
Can someone help me lift the brain fog? Thanks in advance!

You need to have the Jira Admin role in order to create issue security level.
