Creating linked software ticket when user creates service desk ticket

I have set up an automation rule as follows -

My question is that this appears to work for agents but not customers/users - do I need to update the software project permissions so this is possible for all users? Thanks

fyi I figured this out - have to run automation rule as administrator and then add this same administrator as admin for the software project - this then creates linked ticket
